Oshawa Property Tax, Short-Term Rental Licence and Business Licensing

What to know, from the official pages named on each card. We last checked them on October 29, 2026.

Oshawa property tax: penalties, interest and pre-authorized plans

The City charges a penalty of 1.25% on overdue taxes on the first business day of each month they stay unpaid, and adds interest on the first business day of each later month. The City says penalties and interest cannot be waived unless it made an error. Its pre-authorized plan can follow the instalment due dates or withdraw monthly on the 1st or 15th, and written requests to join or adjust it are due by January 31 for the interim bill or June 1 for the final bill. You can also pay through online or telephone banking, through your mortgage company, at a financial institution or in person at Service Oshawa. Follow the due dates on your bill.

Short-term rentals in Oshawa need a City licence

Every short-term rental operator must hold a City licence under Licensing By-law 122-2024. The rental must be the operator's principal residence, and in a two-unit dwelling or multi-unit building only the unit the operator lives in can be used. Stays are limited to fewer than 28 consecutive days and no more than 180 days in a calendar year. The City requires liability insurance of at least $2 million that names the short-term rental use, and a local contact who can attend within one hour. Rental income also belongs on your income tax return, and we can help you report it.

Business licensing in Oshawa under By-law 122-2024

Oshawa's Business Licensing By-law 122-2024 took effect on November 4, 2024. The City licenses classes that include food shops, vehicle establishments, tattoo parlours, smoke, tobacco and vapour product shops, driving education, payday loan establishments, pet stores, special events and vehicles for hire. Auctioneers, billiard halls, bowling alleys, places of amusement and theatres are no longer licensed, and the earlier exemptions for food shop and peddler licences ended. A business that runs more than one regulated class at the same location under the same operator can hold one primary licence with additional endorsements. We can help you work out what applies to your business.
