East York multi-tenant houses: up to 6, 12 or 25 rooms depending on the zone

Toronto licenses multi-tenant (rooming) houses, and as of March 31, 2024 every operator needs a licence. They are permitted in all areas zoned for residential use, and in Toronto, East York and York the City allows a maximum of 6, 12 or 25 rooms depending on the location and zone type, while Etobicoke, North York and Scarborough are limited to six rooms in all zones. There are two licence types, the multi-tenant house and the personal care multi-tenant house, and licences are renewed annually. Toronto Building reviews zoning only at the first application, floor plans must show each room's dimensions and its maximum tenants, and a house with more than four tenants needs a Fire Safety Plan. Rental income belongs on your tax return.

The City notes that the boundaries used before December 5, 2018 differ from the current community council areas.
